Donna Collins is Vinton’s Human Resources and Risk Management Director. She has been employed by the Town of Vinton since August 2014. She started out as Human Resources Specialist before being promoted to Human Resources Director just a few months later.
In her role, she has overall responsibility for Human Resources policies and the development of programs to help strengthen employee training, retention, and recognition. She hires staff, but she also is well-known for her dedication to supporting staff once they are hired.

Donna is one of the main reasons that our staff is highly qualified, hardworking, and well-trained. Perhaps the strongest feature of the staff is that they function well as a team. Donna’s approach to team building starts with the hiring process and continues as she provides support and training for our staff members. The team knows that Donna is always working to help provide a safe workplace, substantial benefits, and opportunities to grow. Collins grew up in Pittsburgh. She earned her degree in Human Resources from Devry University. Prior to working for the Town of Vinton, she worked in HR in the private sector for Freight Car of America and Hanover Direct. She also worked as a preschool teacher before changing careers.
As for her hobbies, Collins enjoys reading, puzzles, music, walking, camping, and sketching. She created most of the artwork decorating the windows and doorways of the Municipal Building this past Christmas. She also loves to fish and sing karaoke.
Collins has a son, David, age 24, and fur-babies Marlowe and Bailee.
The Town of Vinton and the Vinton Messenger have partnered this year to recognize town employees in the month of their birth so that citizens become aware of who is working behind the scenes to make the town look great and operate so successfully. Collins is certainly responsible for a great deal of that success.
